For all tests within S15.9.3.1_A5 the test will fail, saying that the time is incorrect when it is in fact correct.  This only occurs if your time zone is not UTC-8.  The test appears to be comparing the result of '<b>new Date()'</b> with a fixed value, which could cause errors even if the implementation of ECMAScript complies with the standard.
