Berna, I think your proposal to publish the motion before taking
a vote to give time for feedback is a good one.
I would gladly put this into effect in the new Council.
council should *not* drive the project into the directions it wants,

There are many non-vocal voices out there who *did* vote for the
council to make decisions. Finding which ways to drive is part of the

I must disagree. In Switzerland, for instance, the population can propose
and revert laws. Law proposals are anyway published in advance. That is
democracy at its best and purest.
In other countries, the law proposals are public too and voters can
call, e-mail, sms their representatives to let them know what they think
and how they would like them to work. This is second best, with less
democracy.
What you are describing above is the organizational model, where you can
claim there is still some 'democracy' left but the voters have been
totally disenfranchised. Not unusual either as our political systems
become less democratic everyday.
We do not need to follow that terrible trend. How about starting a new
one and aiming for Swiss conditions?
How about publishing any motion and the back-up information one meeting
in advance to allow that discussion to happen in the community. Nothing
stands in the way of doing that, and it would be very transparent and
good governance.
