No, it doesn't. It's somewhat less closed and secretive than
commercial companies, but it's rather secretive compared to a lot
of NGOs and voluntary associations I've been a member of or an
official in. The finances are secret, negotiations with outside
parties are mostly secret unless finalized, etc. Even the bylaws
have been kept effectively secret so far, which is kind of an
extreme.

You have some very strange ideas of what information you are
entitled to on a public mailing list, but that aside, Mozilla
publishes <a moz-do-not-send="true"
href="https://www.mozilla.org/en-US/foundation/annualreport/2018/">a
reasonably detailed annual report with financial information(at
the bottom)</a> each year, which you may not have been aware of.
That includes <a moz-do-not-send="true"
href="https://assets.mozilla.net/annualreport/2018/mozilla-2018-form-990.pdf">the
Foundation tax return</a>, which is also public.<br>
