          <p>Background rate 0 means  Help > About will force an
            update, but no automatic update will be served.</p>
          <p>But I do see we need to change the mapping to 68.2.1.  (we
            created that mapping rule before 68.2.1 became available) 
            We will do that today.<br>

        <p>FWIW, what I see is that my test builds of TB 60.9 are being
          updated to 68.2.1, without any notice, asking, or choice on my
          part.</p>
        <p>I did not open the "About" dialog, it was starting a fresh
          profile and just sitting in the account creation dialog. I
          didn't even have enough time to disable the pref before the
          update already happened (at the next start).</p>
        <p>So, this is currently very much not "background". Not sure
          whether that's intentional, given that you posted here.<br>

      <p>Three hours after that posting, at 11:35AM Eastern time, we
        enabled automatic updates from 60.9.0 at rate 5. So your update
        might have been caused by that change.<br>
