I think if you're not going for the tab area, I believe what I
didn't like was the emphasis of the <b>selected button</b> (a
blue underline - it looked weak and cluttery) - could you
possibly try something with the button background (light blue
or inset shadow) instead?</p>

<p>A simple "Set up Later" it's a really good idea, clear and on
point.</p>
<p>I wouldn't add the confirmation dialog, tho. We should avoid
triggering a dialog from within a dialog, and in general confirm
dialog are used to prevent the user from losing sensible data or
the point reached after a long funnel. The account dialog should
be pretty tight, with 2 or 3 max clicks till the end.</p>
<p>It's also never recommended trying to explain where a button
is, like "..you can set up later using menu option X". The
option to re-open this dialog should be easily discoverable
without us trying to explain its location, and it's usually a
bit alienating writing something like "using the Set Up New
Account in the Account settings screen at the top". Not great :D</p>
