That's not accurate. This is what we, or I, know today:

60: Already released. Full support for XUL overlay
add-ons, restartless (=bootstrapped) add-ons[1], some support
for WebExtensions. Plans are to add more WE support in
upcoming point releases, maybe starting from TB 60.2.

61, 62: Were not released.

63, 64: To be released as beta. Will support XUL overlay
add-ons (including Calendar/Lightning) via a specially
implemented overlay loader. We'll have to see for which
add-ons that will work. I had word from the author of "Compact
Headers" that his XUL overlay add-on is starting to look good
in TB 63. Glitches that authors need to fix are to be
expected. Interface changes will be listed on [2]. WE support
will increase as more APIs are added.
65-68: At 65, replacement of restartless add-ons as we
know them today with a similar form of privileged add-on[3].
Even more support for WE. Hopefully we reach a useful/complete
API set at TB 68.

68: Next ESR version. Same as 65. Whether and
when we'll remove the overlay loader (see 63) is unknown. No
plans yet to make Calendar restartless or a WE I know of.

to be corrected.
