This is a misunderstanding, anyone from the TB community who was
available on IRC at the time was also encouraged to vote. I was the
one who collected those votes, it was only a few. I'm not suggesting
we did the best job of this, nothing was announced beforehand, etc.
but in the nature of trying to get things done, we made the best
decisions available to us.

There was also a discussion about what constitutes the "TB
community", that phrase means wildly different things to different
people. I'm sure the community has morphed slightly from what it was
a year ago and I'd be all for including anyone who wants to be
involved in making decisions.
As to Kent's proposal, I don't feel extremely strongly either way. I
currently see a voting procedure as a possible distraction to the
community; there would likely be large debates about how to set it
up, who is allowed to vote, how to fairly tally those votes, etc. I
don't think we're in a good place to deal with any of those
questions right now. I think this leads to me supporting JoeS' idea
of re-evaluating this in another year's time, perhaps with allowing
the council to ask people to join if council members wish to step
down (or having a vote for those positions...but that pretty much
goes back to my previous points).
