Why don't we just turn off MOZ_BLOCK_PROFILE_DOWNGRADE?

That is not correct. My point was that the message is a part of the 
version being downgraded /to/, not the one downgraded /from/. 
Downgrading /to/ any version after the warning was added (67, I think) 
will show the warning, earlier versions will not.
