Did the method of generating l10n builds change?

Did the procedure change between TB 52 to TB 60 how to produce localized 
builds locally? For Thunderbird 52 (and I do so since TB 3 without 
problems) it worked to add to the mozconfig:

mk_add_options MOZ_CO_LOCALES=de

ac_add_options --enable-ui-locale=de


ac_add_options --with-l10n-base=/Volumes/Developer/comm-esr60/


But for TB 60 this does not seem to work anymore.  Non-localized build 
works fine, so I was wondering about any changes regarding l10n build 
for TB 60.
