Thunderbird Add-on Review Policy Discussions

Hello,

As many of you probably know we have recently spun up a Thunderbird
dedicated add-ons website at addons.thunderbird.net (ATN)

As such, we are no longer tied to AMO (addons.mozilla.org). This change
has raised key questions, especially around policy. So, it is my
opinion, we should come up with what our policies are now to avoid
confusion for both reviewers and developers. So we can share ideas here,
but I'd also like to propose that we have a meeting anyone can attend
this Thursday at 7pm UTC in #maildev on IRC to ideate as well.

One big question is: Should the policies we adopt for ATN reflect those
that exist for AMO?
