Hardware for Thunderbird Core Developers

Hi all,

in February of 2017 the Thunderbird Council passed the following decision:

1) The Thunderbird Council shall establish a list of people, called the 
Thunderbird Core Developers, who are developers providing major code 
contributions to Thunderbird. This shall be developers or reviewers who 
are typically available and contributing on a weekly basis. The 
Thunderbird Core Developers shall be a subset of a list of Thunderbird 
Core Contributors which shall also be created, with the Contributors 
list also including people regularly active on a weekly basis who are 
not developers. Both lists shall be listed on a publicly accessible 
website such as the Thunderbird Wiki, and updated on an annual basis.

2) Each person who has qualified as a Thunderbird Core Developer for the 
past two years is granted a hardware and services allowance of $2000 for 
the period of January 1, 2017 through December 31, 2017. Expenses shall 
be submitted as requests for reimbursement of a specific items of 
hardware or services with normal receipt practices following Mozilla 
Foundation procedures. This grant shall not be provided to people who 
are 1) Mozilla employees, 2) Employees of partner firms actively 
involved with Thunderbird, or 3) persons whose contributions were done 
as Thunderbird staff.

The Council has been busy with other issues, but now that the list has 
been established here https://wiki.mozilla.org/Thunderbird/Core_Team and 
also a financial home for Thunderbird has been found, it is time to 
enact this decision.

I will contact all the people on the list so they know that they are 
eligible.
