Builders for Windows 32 bit builds changed to build on Windows 64 bit platform

For comm-central, the builders for the Windows 32 bit builds have been 
changed to build on a Windows 64 bit platform, rather than the previous 
Windows 32 bit platform.

This is work that just picks up the same switch that Firefox have done 
as they needed the 64 bit based builds to give them some more linker 
space for the PGO builds.

Functionally, there should be no difference from this change - we're 
still using the 2010 sdk and 32 bit builds still come out.

The change is already in effect on comm-central and will take place in 
the next Daily builds.
