Miramar Alpha 3 schedule - update

Now that 4.0rc1 is out, I think we should go for:

  * Code freeze at 23:59 PST Sunday 13th
  * Cut and build in the hours after that, reopening the tree after the
    nightlies are generated.
  * Aim to release on 14th/15th depending on how testing goes
