The Pirate Party Germany implements and already runs a system called
"Syncom" which is basically a newsgroup server (INN2) synced with a
mailing list server (mailman) synced with a web forum (phpBB).

Details (unfortunately German only) are found at

<http://wiki.piratenpartei.de/Syncom/Technik>.

The system as such will be open source (IIRC!), but no code has been
published yet (not all features have been implemented yet).
