In this context, bug https://bugzilla.mozilla.org/show_bug.cgi?id=17199
might be interesting. There, the base is an XML file that describes each 
and every preference, both the purpose and meaning of each setting.

Given that the definition and description should be more verbose, and we 
could have a field with keywords, it should be much better searchable.

The goal there was to generate a pref UI from that. (Please note that 
the idea is from 1999, so please don't blame me for any stupidity :) )
