SQLite 3.6.22 has landed on mozilla-1.9.2; we no longer need to use mozilla-1.9.2 3.1b1 relbranch

  I just landed SQLite 3.6.22 with the modified sqlite.def file on 
mozilla-1.9.2:

Because of Thunderbird's use of storage-backport when using 
mozilla-1.9.2 and its dependency on a symbol not previously exported by 
sqlite.def (affects Windows only) we were using the Thunderbird 3.1b1 
mozilla-1.9.2 relbranch on our builders which included 3.6.22 and the 
required sqlite.def change.

This probably also led to confusion for people trying to build on 
Windows using mozilla-1.9.2 (good, safe) instead of mozilla-central 
(dangerous because of JS engine fragility plus we're not shipping that).

I have accordingly removed the sqlite-backport directory from 
comm-central.  (It was part of an attempt to avoid needing mozilla-1.9.2 
to save us that did not work out.)

I have filed the following bug to track migration of our builders back 
onto mozilla-1.9.2:
