My apologies that the above-linked doc was not clear on this front, but
it's not our intention to make all consumers require all of GV in order to
get NSS for its crypto bits. I'll try to edit for additional clarity on
this point.

It is possible to compile NSS as a standalone dependency, and we're
figuring out how to set things up so that:

* GV-consuming apps can let appservices use the NSS that ships with GV
* Other apps can ship with a standalone NSS without any other GV bits
