[rust-dev] bikeshed on closure syntax

Count me alongside the fans of the current style. The explicit braces are
nice (if Rust is going to use braces, it shouldn't be ashamed about it!),
and the bars make it easy to visually identify closures. Plus, the notation
is instantly familiar to anyone who's seen Ruby.
