improving rr's trace compatibility story

One slight bummer is that in Fedora at least, the capnproto packages do not
include static libraries. It would be nice to distribute rr packages that
statically link capnproto so that users can install rr easily without
having to also install capnproto, but then (in Fedora at least) to build
such packages you have to build and install capnproto yourself to get
static libraries to link to. (C++ dependency management, sigh!) That means
we will need a build flag to enable static linking of capnproto, off by
default but set when building rr for packaging.
