rr on Windows

Also, implementing rr requires detailed knowledge of the system-call
interface, which is not public API on Windows. The best chance for an rr
port to run on Windows is for Microsoft to be inspired to do one themselves
(and release it!).

Using rr to run Firefox under WINE would be interesting but I'm not sure
how useful it would be, and it would probably require some improvements to
both WINE and rr.
