What part of the sentence do you think asserts that? "may not [...] if
the browser considers itself to have handled the event" seems pretty
clear that it's up to the browser, and it never says the browser
"should" do anything. Given that a focusing click has always been
passed to the plugins before (when it was also up to browser
discretion) it seems very unlikely that browsers would suddenly decide
to change their interpretation of the expected behavior.
Presumably this is primarily talking about tabbing into a plugin.
