No.

I'm not sure that's true: it's hard to know why a website might apply a 
transform (2D or 3D) to an element: if it's just for scaling, you probably 
wouldn't want to munge the tooltips. Can you just set title="foo" on the 
embedded DOM element and allow the browser to display the tooltip using its 
native machinery?
