Photon landing strategy

The good news about onboarding is that everything can land prior to 57 (if
ready) except for some of the content which needs to be swapped out (eg.
Explaining how to take a screenshot).  The only exception to that is giving
a tour to upgrading users from -56->57+ (not just for new downloads where a
profile doesn't exist).
