I've gone through and laid out all the scenarios[2], along with the current behavior and a proposal for new behavior.  There are a few open questions.  The biggest one is around whether we should prefer HTTPS or lastUpdated in a case where we have both HTTP and HTTPS entries.<br>

Perhaps we can discuss this in our next engineering meeting or working day and nail down the few scenarios that still have open questions.  There are also a couple things I want to run by some of our security folks.<br>
