Marketplace has a CDN, but I don't know if whatever we're talking
about here goes to it. I don't know what cache headers are returned,
or what internal processes B2G has as far as making these requests.<br>

If this is directed at me, I'll need to know what specific URL we're
talking about... as well as how/where that URL is being called.<br>

Also, we need to confirm that there is no proxy or client caching
being performed before the request hits the Zeus LBs. If the
client does a head or has a max-age and doesn't request or there
is some CDN in front, that would destroy our ability to count the
requests.<br>

That should work if the marketplace is setting cookies when

the manifests. The fist ping will come with no cookies since
