After updating nightly , I saw a push notification from nightly that
was saying we can now receive push notifications from a website
without having an opened tab of that website. (Or did I missread?)<br>

I tried this feature on windows x64 with nightly build
20151031030207, but it didn't worked :<br>
With an opened tab to a website sending notifications, I do receive
the push notifications and the associated email.<br>
With no opened tab to the same website, I do not receive the push
notifications but I receive the associated email. In addition, when
I connect to that website to see my notifications, I saw it in the
notification list.<br>
<br>
I tried with/without e10s, and with/without addons.<br>
