How are you getting Flash in Safe Mode? IIRC Safe Mode disables all plugins as well as addons.<br>
Tested using the current release version of Flash -<br>
> 11.3.300.268 also Flash - 11.4.400.252 which is the latest beta of 11.4.<br>
