Ah, of course.  I am not surprised that nobody is using Vary: User-Agent <
http://www.rimmkaufman.com/blog/vary-user-agent/30112012/>.

I will backout that part of the patch, as I now believe not bypassing the
cache in that case is incorrect.  Thanks for catching this!
