Sync promo banner and dynamic snippets enabled on Nightly

Any active snippets should rotate in with the sync message. Exactly when
and how that happens is something we're trying to figure out in bug 975239.

The plan is to have both the sync promo and snippets active on 29. I'm not
sure what you mean by "lifetime", but we're planning to uplift any
banner-related changes we've landed on 30. So, the user should never see a
message again if they dismiss it, and they will only see new snippets
messages as we choose to create them on the server (this responsibility
falls more on the product/marketing side of things, not engineering).
