[Go Faster] Intent to ship: system add-on update to reduce e10s add-ons exposure on 51 and 52

Hi Felipe,

that plan sounds reasonable to me, pending QA.  Just one comment on the
timeline, we're hoping to ship 52.0.2 with a bunch of accumulated fixes
this week, so I'm not sure whether the updated add-on will land on m-r
before then.
