I would not expect it to show up on sql.tmo yet - that uses the
longitudinal table which updates every 7 days. I checked with ekr and
he's using a different datasource via Spark though.

I just tried on Mac and it installs and on restart I see the
"tls-13-study-v3" in about:telemetry.
