[Go Faster] Intent to ship: system addon for gradual rollout of Flash click-to-activate in Firefox 55

This is notice of intent to ship a system addon to the Firefox 55 beta and
release channel which will control the progressive rollout of Flash
click-to-activate settings.

QA verification: requested/in-progress
User impact:
this will deploy Flash click-to-activate to 50% of the beta 55 population
and 5% of the release 55 population
Timeline: to be deployed in-tree with Firefox 55 beta 1. We do not
anticipate off-train releases of this system addon in beta. We do
anticipate a few off-train releases of this addon after 55 release in order
to up the install % from 5% -> 25% -> 100% after two weeks each.

Expected Q&A:

Why are you using a system addon instead of the new pref experiments
system? Pref experiments aren't yet at the level of reliability we'd like
for beta, and aren't meant for graduated rollout to release. Shield pref
rollout is not yet complete.
