[Go Faster] Intent to ship: Bump Flash Click-to-Play to 25% (through system addon update)

FWIW, QA has finished testing it, but we'll wait on a meeting on Friday
(with Romain, Chris Peterson and Saptarshi) to look over the data from the
5% users to see if we're happy to expand that to 25%.
In any case, it'd be nice to get a release-driver approval in advance so
that when we're good to go I can go directly to the GoFaster folks to
request it to be published to production.
