PSA: Sunsetting fhr-jelly & remaining FHR components in Bugzilla

fhr-jelly <https://github.com/mozilla/fhr-jelly> was the remote content
that we loaded into the Firefox about:healthreport page to show FHR data.
It was removed in Firefox 59
<https://bugzilla.mozilla.org/show_bug.cgi?id=1352497> and thus the content
is not seeing any further development.
Following up to the Unified Telemetry project
<https://wiki.mozilla.org/Unified_Telemetry>, Firefox Healthreport is not a
Firefox feature anymore and was removed in Firefox 44
<https://bugzilla.mozilla.org/show_bug.cgi?id=1209088>. The
about:healthreport page continued to work, backed by Telemetry data, but
didn't serve a clear purpose anymore over inspecting your Telemetry data in
about:telemetry and was thus removed.
Following up to sunsetting the feature i've archived the fhr-jelly github
project.
I'll also request moving the following Bugzilla components to the graveyard
after triaging them for any possibly still relevant bugs:
