Yes, that's a known issue listed on the comparison page and wasn't
filtered out on the page you saw because it was fixed since then:

Reviewboard actually already supports this and one of the ideas in the
etherpad is to be able to check a checkbox by some of the images on
the web comparison UI and have it automatically create a review
request with the image diff. See
