I find it an unusual assumption that users would /arbitrarily/ place buttons in a mostly empty target away from everything else. If a user places something there of their own accord, I would think it's most likely because they find it useful, whether that be for housing wide widgets, as mentioned earlier, or simply for mental organization/convenience.
