Announcing Mark Striemer and Tim Nguyen as peers of the Preferences submodule

Hello all,

I am happy to announce that Mark Striemer and Tim Nguyen have been added as
peers of the Preferences submodule (/browser/components/preferences)
<https://wiki.mozilla.org/Modules/Desktop_Firefox#Preferences>.

Both Mark and Tim have moved Preferences forward in multiple ways:
consolidating style changes; migrating components; and helping with
