Alert for E10S_STATUS (Histogram Regression Detector) on 2016-10-20

It looks like this is happening due to bug 1310788, which is not disabling
e10s on newer versions of Windows when a11y is on.
And that's what we're seeing: we're regressing reason 4, "Disabled for
accessibility".
I think this is expected, Aaron can you confirm?
