RFC: New "install" and "update" pings

The UPDATE_STATE_CODE_COMPLETE_STARTUP or UPDATE_STATE_CODE_PARTIAL_STARTUP
histograms are recorded with a value of 10 on startup after a successful
update. I don't know how long it is after startup that these (and other)
histograms are sent though.
