Main crash ping Duplicates ~39%

Hello,

  I just discovered that in builds containing the pingSender executable we
are receiving duplicate "crash" pings for main crashes at the rate of about
39%. This is due to the client side assuming the server side would
deduplicate based on document id.

  As "crash" pings are the mechanism by which we quickly measure the main
crash rate in crash_aggregates, the numbers may have been and continue to
be artificially inflated. (CrashAggregateView does not appear to have a
deduplication mechanism like Longitudinal does)

  This affects builds of Firefox 54 starting on February 15, 2017.
