Data source for telemetry experiments FHR payload

Hi,

for the telemetry experiments i am still missing implementation details for the FHR payload (bug 974024).
I assume this goes into the FHR providers?
Can we put this into an existing one or do we need a new provider?
Is there anything special about this payload?
Will we do v2 or v3? Given the timeframe i assume v2 and deal with imperfections?
