No, compare to ArrayLiteral:

ArrayLiteral : // See 11.1.4
    [ Elisionopt ]
    [ ElementList ]
    [ ElementList , Elisionopt ]

ElementList :  // See 11.1.4
    Elisionopt AssignmentExpression
    ElementList , Elisionopt AssignmentExpression


Replace ArrayLiteral with ArrayBindingPattern, ElementList with BindingElementList, and AssignmentExpression with BindingRestElement.
