function hoisting like var

Instead of all this fluff about a better block, regardless of its syntax 
shape .....wouldn't it be better to deprecate "var" for "let" and adjust 
the scoping rules accordingly? I would think this would be an easier 
progression for the developer and easier to implement instead of 
throwing in redundant syntax that isn't  necessarily intuitive as is 
shown by the examples thus far. (especially for experienced developers 
with bad habits from other languages).
