not totally ESR only but it seems with 78 the system language packs I'm<br>
installing on a system to make Firefox multi-lingual are not picked up<br>
correctly anymore. At least they are not shown anymore in the addon manager.<br>
So far I just dropped them into firefox/browser/extensions and had<br>
autoDisableScopes set to 3. That used to work for ages now. I do not<br>
find any reference what might have changed or what is required now.<br>

I spent a lot of time on this pref and unfortunately it can't be set easily<br>
via GPO because of how early it's needed in startup.<br>
