[Mozilla Enterprise] No password migration?

We don't generally recommend going that far forward with Firefox updates.
We have interim Firefox releases called "watershed releases" that you
sometimes need to go through to make sure upgrades work.

For this case in particular, we believe you're hitting:

https://bugzilla.mozilla.org/show_bug.cgi?id=1615382

which affected saved passwords.

The best solution is to upgrade to ESR 68 first and then go to ESR 78.
