[Mozilla Enterprise] Bug in 78.3.0 and Firefox 81 causing legacy preferences not to work on Windows only

So we've discovered a bug in 81/78.3.0 where the legacy preferences aren't
applying anymore on Windows only when using GPO.

This was a side effect of the new preferences policy that we didn't catch.

We have a fix, but I don't have a timeline yet for release.

The easiest fix is to switch over to the new policy which uses JSON to
describe the preferences.

If anyone needs help with that, please let me know and I'll make sure
things work for you.

I'm really sorry this made it through my testing.
