[Mozilla Enterprise] How to block Flash by default but allow it on some websites?

Hello,
Currently we have the following configuration for the Flash plugin:
· Default to 1
· Allow on a list of internal websites from our corporation
And this works perfectly fine for our current configuration (click to play on external websites and no need to click for our internal websites)
We would want to modify that, so we would block completely Flash on external websites but still continue to make it work on our internal websites (the better would be without click to play but it would be OK even with it)
Unfortunately, if we set Default to 0, it completely blocks Flash everywhere, even with the Allow list
And we tried also to leave Default to 1 and to add a wildcard in the Block list (we tried * and https://*) but it completely blocks Flash as well
How could we achieve our goal (block Flash on all websites except on a whitelist) ?
