[Mozilla Enterprise] Bug in 78.3.0 and Firefox 81 causing legacy preferences not to work on Windows only

This was actually fixed in the dot release a few weeks ago.

The release today has a fix for the new Preferences policy not working on
macOS.

As far as new templates go, I'll be doing a release today, but there are no
actual policy changes for this release.
