[Mozilla Enterprise] Pop-up exceptions not working in ESR 78

Pop-up exceptions aren't working for me in ESR 78, but they work in ESR 68 and Beta 82.  Did anything change between 68 and 78 with pop-ups?

I can only get them to work in ESR 78 when adding them using the "Firefox prevented this site..." info bar button.  If I use my policies file (the same one that works in 68), or enter them through the Options menu, they don't work.  I know this sounds like I'm typing them wrong, but as I said, the policies file works in 68.
