[Mozilla Enterprise] Again on extensions management...

I switched to a JSON blob (as did chrome) because it gives us flexibility
we just can't get with GPO.

You will get extension updates if updates are turned on.

Note that Firefox does have a facility to control individual addon updates.

I'll investigate adding that via policy.
